In the sound.pack file contains the sound database. But is compressed. So to decompress it we need a tool. The tool is sadly still a beta version and has never been updated since. So adding sounds is quite tedious and time consuming, but it is possible (like adding a new language sound for example). The tool has been made by crux3D at http://www.twcenter.net/forums/forum.php all credit goes to him.

1. Download the symphony.exe     
2. add the symphony.exe in your game data folder (By default: C:\Program Files (x86)\Steam\steamapps\common\Total War SHOGUN 2\data).
3. To unpack the sound file, open a cmd (go to your game folder at default: C:\Program Files (x86)\Steam\steamapps\common\Total War SHOGUN 2\data, click on the address bar where you see a small folder icon att the right side of the address bar nd type cmd).
4. Type the following text: symphony extract "C:\Program Files (x86)\Steam\SteamApps\common\Total War Shogun 2" "C:\Users\username\Desktop\sound". This will extract the sound files to a sound folder on your desktop.
5. Make your changes and save.
6 To re-pack, we need to open again a cmd (look at step 3).
7. Type the following text: symphony pack "C:\Program Files (x86)\Steam\steamapps\common\Total War SHOGUN 2" "C:\Users\username\Desktop\sound" "C:\Users\username\Desktop\custom_sound". This will make the 2 sound files (aka sound_bank_database and sound_events).
8. Make a mod pack file with Pack File Manager 3.5.2.zip (made by daniu, all credit goes to him at TWCenter)and add the 2 sound files you just created
9. add your custom mod pack in your data folder (By default: C:\Program Files (x86)\Steam\steamapps\common\Total War SHOGUN 2\data).
10. Run the game and activate with modmanager.
11. Enjoy.
